Green Cards Issued But No Background Checks?

I've heard of some crazy things before, but now the federal government is going to issue green cards with or without a background check? All because they are in a bit of a backlog?

Some say that issuing green cards without a background check does NOT compromise security. Ok, please explain. Are we psychics now?
